This information that is presented is the percentage of the number of people in each level of education in 2002 and 2012.

The percentage of the students in the Below Secondary level and the Secondary decreased, while the percentage of the students in the other levels have increased.

This can infer that majority of people in 2002 stop studying when they reach about the secondary level, which results in lesser people attending university, but in 2012, more people continue to study and thus more people go up to university.
